After graduation he married his high school sweetheart Cheryl Higginson-Brown, where two children came from that union. He then began his 35 yearlong manufacturing career with Harvester Navistar where he retired from in Cecil was a dedicated and hard worker.
After his retirement he went into business for himself as a private contractor. On December 9, , Cecil was joined in holy matrimony to his forever, lifelong love Beverly E. Morris for 39 years until his passing. He was a devoted husband and father to his wife, children, and grandchildren where he treasured every moment spent with them.
Cecil will be remembered by his love for Christ, his unfailing work ethic, his generous smile, his willingness to help anyone he could, his entertaining yet true stories, and his powerful life testimony. He was dapper in his dress and took fashion cues from no one. He enjoyed traveling with his wife and family, especially to the annual August family reunions. He always put family first. He loved and adored each and every one of his family members; all who have their own personal memories and relationship with him.
At any given time or encounter with him he would be sure to give his unsolicited advice, wisdom, and intellect. He left a lasting impact on all he came in contact with. Cecil extended his love of helping beyond his family out to the community. Based on his awards of excellence and appreciation in this program he was also recognized by Community Action of Greater Indianapolis for his achievements.
Cecil had a rich and blessed journey. The life he lived was a legacy within itself however it will live on through one of his biggest accomplishments, his children, grandchildren and great-grandchildren. Left to treasure and keep alive his precious memories is his devoted, loving, and adorning wife Beverly. Cecil transitioned from this life to be with the Lord on Tuesday, August 10, Morris, great grandson Rodgerick A. Payne Jr. He leaves to cherish his memory 3 daughters, Tiffany D.

When the twins were first born, the Hartleys rejected offers to exhibit the boys in a carnival atmosphere.
When the twins returned home, Cecil softened his stance when faced with the costs of their care. The family soon adjusted to their newfound fame and allowed strangers into their home to photograph and hold the boys.
